<span class="caps">VIENNA</span> (Reuters) – The presidents of
Armenia and Azerbaijan will meet in Vienna on Monday in an attempt by
the United States, Russia and France to try to end violence in the
breakaway Nagorno-Karabakh region and push for peace talks.<br />
It will be the first meeting by Armenian President Serzh
Sargsyan and Azeri President Ilham Aliyev since a dramatic flare-up in
violence between Armenian-backed separatists in Nagorno-Karabakh and
Azeri forces last month killed dozens of people and pushed relations to a
multi-year low.<br />
The conflict has worried the international community, in
part because it could cause instability in a region that serves as a
corridor for pipelines taking oil and gas to world markets. <br />
A senior U.S. State Department official said the meeting
would seek commitments from both sides to a 1994 ceasefire agreement and
to take steps that would rebuild confidence and lead to peace talks.<br />
At best, the meeting would launch fresh talks, a second U.S. official said.<br />

“We’d like to see an outcome where the presidents agree
to take certain steps to reduce tensions,” the first U.S. official said,
adding: “We would like to see both sides commit themselves to meeting
in order to negotiate a comprehensive settlement.”<br />
“Secretary (of State John) Kerry will request the
presidents to come together in the near future to work toward that
comprehensive settlement,” the official said.<br />
The meeting would not have time to get into the substance of how the conflict can be resolved, the official said, adding:<br />
“There are principles and elements that are the basis for
negotiating a settlement and these have been on the table for a long
time, so we’d like to have a discussion tonight where both sides
reiterate their support for these elements and principles and identify
them as the basis for moving forward.”<br />
The ex-Soviet states of Azerbaijan and Armenia fought a
war over the mountainous territory of Nagorno-Karabakh in the early
1990s in which thousands were killed on both sides and hundreds of
thousands displaced.<br />
The war ended with a truce in 1994, although there has
been sporadic violence since. The ceasefire was shattered last month
when Azerbaijan’s army and Armenian-backed separatists exchanged heavy
fire using artillery, tanks, rockets and helicopters.<br />
The State Department official said both presidents had
come close to a settlement before and are “not that far apart” on what
an accord could look like.<br />
“We have been trying to bring them together and tonight
is no exception so that they can narrow those differences,” the official
said, “In this case we would like to have a sustained negotiating
process.” <br />
The European Union’s foreign affairs chief, Federica Mogherini, said she would meet both presidents later on Monday.<br />

The United States, Russia and France are pressing the leaders of Armenia
and Azerbaijan to begin immediate negotiations on a settlement to their
dispute over Nagorno-Karabakh following last month's outbreak of
violence, the worst in 26 years.<br />

Secretary of State John Kerry, Russian Foreign Minister Sergey Lavrov
and French Foreign Minister Jean-Marc Ayrault planned to bring the two
presidents together in Vienna on Monday to urge them to recommit to a
1994 cease-fire, take steps to build confidence and resume stalled peace
talks that have dragged on for two decades without visible result.<br />

Among the measures they will recommend are an increase in
monitors along the cease-fire line and the possible placement of
cameras there to observe and document violations, the officials said.
They spoke on condition of anonymity because they were not authorized to
publicly preview the Vienna meeting, which is being convened by the
U.S., Russia and France, co-chairs of the so-called "Minsk Group." That
group, operating under the auspices of the Organization for Security and
Cooperation in Europe, is seeking to mediate an end to the conflict.<br />
Armenian
President Serzh Sargsyan and Azerbaijan President Ilham Aliev both say
they support a negotiated settlement to the dispute and last met
together in December, but hostilities broke out in April. About 75
soldiers from both sides were killed, along with several civilians,
before a Russian-brokered cease-fire stopped the worst of the fighting.<br />
Yet
fears loom of a possible escalation, with Turkey strongly backing
Azerbaijan and Russia obliged to protect Armenia by a mutual security
pact. Earlier this month, Armenia's government gave the go-ahead to
legislation that calls for recognizing the independence of
Nagorno-Karabakh. The government has blocked earlier similar proposals
from the opposition but this time agreed to send it to parliament in
what is seen as a warning to Azerbaijan. Azerbaijan has condemned the
initiative, saying it is aimed at scuttling peace talks.<br />
U.S.
officials say they are concerned the recent violence may be the result
of each side testing the other's defenses, something made more troubling
by the introduction of heavy weapons in recent years. In previous
skirmishes, casualties were mainly caused by sniper fire, but in the
past year, both sides have introduced mortars, rocket launchers and
artillery to the region, the officials said.<br />

Nagorno-Karabakh, a mountainous region in Azerbaijan with
about 150,000 residents in an area of 12,000 square kilometers (4,400
square miles), has been under the control of local ethnic Armenian
forces and the Armenian military since 1994. The conflict is fueled by
long-simmering tensions between Christian Armenians and mostly Muslim
Azeris and has been an economic blow to Armenia because Turkey has
closed its border with Armenia, leaving the country with open borders

ներդրումը: Ընդգծելով փաստը, որ ԵԱՀԿ ՄԽ համանախագահող երկրների արտաքին
գործերի նախարարներն են նախաձեռնել ներկայիս հանդիպումը: Հանրապետության
Նախագահը հույս է հայտնել, որ նրանք նույնպիսի հետևողականությամբ իրենց
հասցեական դիրքորոշումներով ու հստակ քայլերով կնպաստեն բանակցությունների
վերսկսման համար նպաստավոր պայմանների ստեղծմանը:<br />

in Vienna later Monday to discuss a fragile cease-fire in Azerbaijan's
breakaway Nagorno-Karabakh region following the worst violence there in

It would be their first face-to-face encounter since the latest
fighting in the mountainous and heavily-forested patch of land killed
dozens of people.<br />
Their talks focus on how the restore a sense of stability in disputed
Nagorno-Karabakh which on April 2 saw the outbreak of the most serious
clashes since a shaky cease-fire was reached in 1994 between Azerbaijan
and Armenia-backed separatists.<br />
A fresh Russian-brokered cease-fire deal went into effect on April 5.
But both sides in the conflict have accused each other of breaching the
truce agreement.<br />

Nagorno-Karabakh has been internationally recognized as being part of ex-Soviet Azerbaijan.<br />
But ethnic Armenians, who make up the vast majority, of the
population reject Azeri rule. They have been running their own affairs,
with support from Armenia, since Azerbaijan's troops were pushed out in a
war in the 1990s.<br />
FLAG TENSION<br />
This even led to tension during the recent Eurovision Song Contest.
In a controversial move, Armenian singer Iveta Mukuchyan waved the flag
during a qualifying event. “I am living in Germany and I am Armenian.
But you know I am international, I grew up like this. So all I want is
peace and just spread the love that's why I put out the flag.”<br />
Critics say Azerbaijan has been escalating tensions as it wants to regain control over its territory.<br />
But speaking ahead of Monday's peace talks, spokesman Hikmat Hajiyev
from Azerbaijan's foreign ministry denies those charges. “Recently the
Armenian president declared that Armenia is switching from static
defence to deterrent strategy. And they also publicly stated that
Armenia could potentially take preemptive attacks against Azerbaijani
forces to capture new territories to guarantee the security of occupied
territories,” he said.<br />
Monday's peace talk between the presidents of Armenia and Azerbaijan
is a first step to bring stability at a time when both nations prepare
for a visit of Pope Francis this year.<br />
The deep-rooted tensions are also a hangover from the bloody war the
two sides fought from 1988 to 1994. Up to 30,000 people were killed in
that conflict, and there were allegations of human rights abuses by both
sides.<br />

About 75 soldiers from both sides were killed in April, along with several civilians.<br />
And there are fears of a possible escalation, with Turkey strongly
backing Azerbaijan and Russia, which has sold weapons to both sides,
obliged to protect Armenia by a mutual security pact.<br />
A day before meeting in Vienna, the defense ministers of Azerbaijan,
Turkey, and Georgia met to discuss joint military exercises.<br />
"To increase the combat capabilities and combat readiness of
Azerbaijan, Turkey, and Georgia, we deemed it worthwhile to carry out
joint military exercises," Azerbaijan’s Defense Minister Zakir Gasanov
said after the May 15 talks in the Azerbaijani city of Qabala.<br />
"Georgia has expressed willingness to host several such exercises in
2017," his Georgian counterpart, Tina Khidasheli, said. "We have
received consent, so we will prepare for spring 2017."<br />

The United States, Russia and France are pressing the leaders of Armenia and <a class="r_lapi" href="http://abcnews.go.com/topics/news/azerbaijan.htm">Azerbaijan</a>
to begin immediate negotiations on a settlement to their dispute over
Nagorno-Karabakh following last month's outbreak of violence, the worst
in 26 years.</div>

Senior U.S. officials say Secretary of State <a class="r_lapi" href="http://abcnews.go.com/topics/news/us/john-kerry.htm">John Kerry</a>, Russian Foreign Minister <a class="r_lapi" href="http://abcnews.go.com/topics/news/world/sergey-lavrov.htm">Sergey Lavrov</a>
and French Foreign Minister Jean-Marc Ayrault planned to bring the two
presidents together in Vienna on Monday to urge them to recommit to a
1994 cease-fire, take steps to build confidence and resume stalled peace
talks that have dragged on for two decades without visible result.</div>

Among the measures they will recommend are an increase in monitors along
the cease-fire line and the possible placement of cameras there to
observe and document violations, the officials said. They spoke on
condition of anonymity because they were not authorized to publicly
preview the Vienna meeting, which is being convened by the U.S., Russia
and France, co-chairs of the so-called "Minsk Group." That group,
operating under the auspices of the Organization for Security and
Cooperation in Europe, is seeking to mediate an end to the conflict.</div>

both say they support a negotiated settlement to the dispute and last
met together in December, but hostilities broke out in April. About 75

Yet fears loom of a possible escalation, with Turkey strongly backing

legislation that calls for recognizing the independence of
Nagorno-Karabakh. The government has blocked earlier similar proposals
from the opposition but this time agreed to send it to parliament in
what is seen as a warning to Azerbaijan. Azerbaijan has condemned the
initiative, saying it is aimed at scuttling peace talks.</div>

U.S. officials say they are concerned the recent violence may be the
result of each side testing the other's defenses, something made more
troubling by the introduction of heavy weapons in recent years. In
previous skirmishes, casualties were mainly caused by sniper fire, but
in the past year, both sides have introduced mortars, rocket launchers
and artillery to the region, the officials said.</div>

Nagorno-Karabakh, a mountainous region in Azerbaijan with about 150,000
residents in an area of 12,000 square kilometers (4,400 square miles),
has been under the control of local ethnic Armenian forces and the
Armenian military since 1994. The conflict is fueled by long-simmering
tensions between Christian Armenians and mostly Muslim Azeris and has
been an economic blow to Armenia because Turkey has closed its border
with Armenia, leaving the country with open borders only with Georgia

Ask anyone from eastern Europe, and you'll see how very seriously they take the event.<br />
Interesting in this connection is Russia. A notable statement a couple
of years ago by the country's minister of culture remains in memory:
"Russia is not Europe." The country, he said, was uniquely Eurasian. <br />

Yet it poured tremendous resources into this year's Eurovision Song
Contest (ESC), coupling a Swedish-written song with one of the land's
most famous singers and heretofore unprecedented stage technology. They
didn't do all that with the intention of losing - or turning its back on
Europe.<br />
Instead, Ukraine won with a song that had been highly publicized in the
run-up to the event. The Russian delegation of the European Broadcasting
Union had even tried to get the song removed from the contest for
ostensibly violating the contests prohibition of political content. No,
came the answer, the song is generally worded to decry war and
persecution in general.<br />
The true winners? First, Jamala, an ethnic Tartar from Crimea - a place
occupied two years ago by Russia in what has been called the beginning

The second winner of the evening is the European Song Contest
itself. The song "1944," in fact, stood out from the rest by being the
only one to relate a historical situation. Rather than bubble-gum peace
platitudes, its appeal to peace was presented in the historical context
of a lament and a protest.<br />
Overall, however, the contest could benefit from more diversity.
Standouts from the crowd this year were the rockers of Young Georgian
Lolitaz from Georgia, country music twangs from the Netherlands in the
person of Douwe Bob, a delightful chanson from Austria sung in French by
ZOË and the straight and bittersweet love song by Frans from Sweden.<br />
As for the rest of the entries, there were no freak shows among them,
and little deliberately substandard trash. Most were musically
calculated to win - and for that very reason, they lost.<br />

At a time when Europe is facing its greatest crisis in decades, the
contest was held in European model country Sweden. "Europe is once again
facing darker times," said show host Petra Mede.<br />
EBU Media Director Jean Philip De Tender explained to DW that Eurovision
is an expressly apolitical event. The showing of the flag of Nagorno
Karabakh in Eurovision's green room during one of the semifinals, for
instance, had been seen as a political provocation and nearly resulted
in the expulsion of a country's delegation. Expressly political
statements are taboo at the contest.<br />
But what is political? After her stunning win, Jamala explained at the
press conference that she wished for a situation in which her song
"1944" didn't need to exist at all. She has presented a story that will
be analyzed, and examined, for its content. Clearly that is not a bad
thing. Nor is the more general discussion about where art ends and
political activism begins.<br />
Will Jamala's song unite or further divide Europe? That will remain to
be seen in the coming months - and at the Eurovision Song Contest 2017 -
in Ukraine.<br />

increase the combat capabilities and combat readiness of the

joint military exercises," Azeri Defense Minister Zakir Gasanov said on

said its serviceman Aram Ohanyan died of wounds on Saturday after being
shot by an Azeri sniper near southwestern Armenian border, in an

Sometimes resolution comes not from a single convention but in
installments. Such may be the case for Nagorno-Karabakh. The presidents
of Armenia and Azerbaijan are set to meet with the foreign ministers of
Russia, the United States and France in Vienna on May 16. <a href="https://www.stratfor.com/analysis/nagorno-karabakh-politicking-ramps-fighting-draws-down">While important</a>,
this is not the type of meeting expected to achieve great
accomplishments in the longer-term future of the Nagorno-Karabakh
conflict. As part of the peace negotiations held by the Organization for
Security and Co-operation in Europe (OSCE) Minsk Group, the meeting
will cater more toward addressing immediate <a href="https://www.stratfor.com/analysis/nagorno-karabakh-stalemate-flares-violence">tactical concerns in Nagorno-Karabakh</a>.
For any meeting to lead to notable outcomes in the grand scheme of the
dispute in the region, it would have had to include the most prominent
of decision-makers, such as <a href="https://www.stratfor.com/analysis/russias-evolving-role-caucasus">Russian President Vladimir Putin</a>.<br />

The purpose of the meeting is to reinforce the cease-fire regime that
followed April's fighting, the worst in decades in Nagorno-Karabakh.
The governments in Armenia and Azerbaijan have apparently slipped back
into a tense standoff, and neither side seems to be budging in the peace
process. However, pressure will likely come to bear at the meeting for
the adoption of a U.S. initiative to install special equipment to
register violations at the line of contact in Karabakh. Long before the
most recent outbreak of fighting, exchanges of artillery and mortar fire
between Azerbaijani forces and those from Nagorno-Karabakh had been a
regular occurrence at the line. Installing the monitoring equipment not
only would be a step toward avoiding a resumption of intense fighting,
but it would also discourage the artillery duels.<br />
Armenia and Karabakh have been open to the idea. Russia, too, has
been receptive, even suggesting that Germany, the current OSCE chair, be
in charge of installing the equipment. Azerbaijan, though, has flatly
rejected it. The country has reason to be more reluctant to the concept;
it is the only party at the table overtly involved in the contact-line
skirmishes. While Nagorno-Karabakh is heavily dependent on Armenia for
its disputed status, the forces on the contact line are technically not
Armenian. From this perspective, Azerbaijan sees the monitoring system
idea as an attempt by Armenia and its ally, Russia, to impose upon it.
Azerbaijan would, of course, prefer not to have a system in place that
puts more potential liability on it than on the other parties in the
conflict.<br />
Moscow, on the other hand, with its overture to Germany and its
leadership in talks with both Armenia and Azerbaijan in the past month,
is looking <a href="https://www.stratfor.com/geopolitical-diary/russias-carrot-and-stick-strategy">increasingly conciliatory</a> toward
the West over the disputed territory. Russia is possibly looking to
somehow preserve the role of the West in the process, while Moscow
attempts to play grand mediator among all sides. But any grand bargain
facilitated by Moscow would require extracting concessions from
Azerbaijan while also figuring out how to pacify Armenia into accepting a
deal. Neither prospect seems currently possible. So Moscow instead will
likely try to show the West that it can keep the peace, at least for
now.</div>

(AP) — Secretary of State John Kerry is heading off on another
round-the-world diplomatic mission with stops in the Middle East and
Europe to focus on crises in Syria, Libya and Yemen. He then heads to
Asia where he will briefly join President Barack Obama in Vietnam.<br />
Just
a day after he returned from Paris and London, the State Department
said Kerry will depart on Friday for Jeddah, Saudi Arabia. From there,
he travels to Vienna for meetings on Syria, Libya and tensions between
Armenia and Azerbaijan over the disputed enclave of Nagorno-Karabakh. He
will then visit Brussels for a meeting of NATO foreign ministers and
then fly to Asia.</div>

Armenia will be sanctioned by the managing committee of the
Eurovision Song Contest in June and could face a financial penalty and
retrospective points deduction. They have been threatened with
disqualification and exclusion from the competition for a number of
years if there are any further breaches of Eurovision Rules.<br />
The waving of the Nagorno-Karabakh regional flag caused shock and
anger in Azerbaijan and threatened the peaceful atmosphere of
delegations, press and fans attending the Contest. <a href="http://metro.co.uk/2016/05/10/eurovision-song-contest-2016-meet-the-10-qualifiers-from-the-first-semi-final-5873699/">Both Armenia and Azerbaijan qualified from the Eurovision Song Contest first semi final</a>.<br />

Last week the Eurovision Song Contest organisers announced a rule
banning regional flags from being waved at the Eurovision Song Contest.
Whilst fans were expected to adhere to this, no-one thought that a
participant would breach the competition rule in such an obvious and
inflammatory way.<br />
Nargorno-Karabakh is at the centre of an unresolved dispute between
Armenia and Azerbaijan. The region has an Armenian majority population
but lies within Azerbaijan’s borders. A war raged from 1988 until 1994
but a peace negotiation has never been achieved.<br />

Eurovision organisers have been working hard to remove politics from
the Eurovision Song Contest and keep the focus of the show and the
competition firmly on music. Artists and delegations are expressly
forbidden from using their songs or their participation for political
means.<br />
The rule made international headlines and became a topic of political
discussion in the UK because it meant the Welsh flag would be banned
from the arena. One half of the act representing the United Kingdom, Joe
Woolford is Welsh.<br />
The rule was relaxed for regions where the singers are from, however Armenia’s singer is actually from Germany.<br />

A leaked memo, which included a list of flags that would be banned
and placed the Welsh and Scottish flags on a list that included terror
groups ISIS and Hamas, also caused outrage.<br />
Armenian singer Iveta Mukuchayan poured oil on the fire in the
Winners’ Press Conference after qualifying from last night’s Eurovision
Semi Final. She said:<br />
“I was expecting this question. You don’t have to forget that I am
representing my country in my heart, my thoughts my feelings and all my
emotions. My thoughts are with my motherland and what I want to spread
is peace on borders. I wrote this song because this was going on inside
of me”.<br />
Azerbaijan were also participating in last night’s show and were
sitting further along the press conference table as Iveta delivered her
speech. You can see the looks on the Azeri faces here. The incident
demanded immediate action from the European Broadcasting Union,
organisers of the Eurovision Song Contest.<br />

The EBU and the [Eurovision Song Contest] Reference Group, the

flag’s appearance in the transmission harmful to the Eurovision Song
Contest brand.<br />
The Reference Group has decided to sanction Armenian broadcaster,
AMPTV, in accordance with the Rules. The nature of the sanction will be
determined, at the latest, by the next Reference Group meeting in June.<br />
We are acutely aware of the tense situation in the Nagorno-Karabakh
region, and the on-going tensions between Armenia and Azerbaijan. We
consider the appearance of a flag of a highly disputed territory in the
live transmission a serious breach of Rule 1.2.2h of the 2016 Eurovision
Song Contest stating that “no messages promoting any organisation,
institution, political cause or other, company, brand, products or
services shall be allowed in the Shows”.<br />
Furthermore, the EBU has imposed a zero-tolerance policy towards the
Armenian delegation with regards to breaching the Rules of the 2016
Eurovision Song Contest, in particular in relation to the aforementioned
incident.<br />
The Reference Group wishes to point out that any further breach of
the Rules of the 2016 Eurovision Song Contest could lead to
disqualification from this year’s event or any successive editions.<br />

In 2006, Icelandic entrant, the fictional character Silvia Night was
threatened with disqualification if she used ‘the F word’ in the live
performance of her song Congratulations.<br />
In 2009, Georgia selected a song called We Don’t Wanna Put In, an
obvious thinly veiled attack on Russian President Vladimir Putin.<br />

Eurovision organisers demanded that the lyrics should be changed or the
song replaced. Georgia withdrew from the competition.<br />
Also in 2009, police in Azerbaijan questioned 42 nationals who were
found to have voted for Armenia at the Eurovision Song Contest. They
were ‘invited to explain why they had done so’. Both countries have used
the postcard videos introducing their songs to show contested land at
the Contest before and both have been warned against it. This is the
first time the flag of a disputed territory has been used at the
Contest.<br />
Yesterday, the <a href="http://metro.co.uk/2016/05/10/eurovision-2016-controversial-decision-hits-russian-jury-ahead-of-semi-final-5873378/">Russian delegation were in hot water after a professional juror broadcast seven minutes of Monday’s jury voting semi final</a>.
The juror was sanctioned and her votes were disqualified. The broadcast
angered the Netherlands and Armenian delegations because their
performances were made available via the broadcast which then appeared
on YouTube.<br />

<a href="http://anahithayrapetyan.com/">Anahit Hayrapetyan</a>,
an Armenian photographer, makes sure that wherever she is in the world
she Skypes daily with her grandmother. It’s her way of staying connected
with their ancestral village, Khtsaberd, nestled in the mountains of
the disputed territory of Nagorno-Karabakh in the South Caucasus. They
talk about everything from how much milk the family cow gave that day to
tales of family members who lived in the same village centuries before.

“If you go there, you
know who I am and why I’m like this,” Ms. Hayrapetyan, 34, said. “It’s
not a beautiful resort. It’s a small village of 40 families with old
houses too close to each other. The church burned down and was never
rebuilt. But I look like me in that place.”</div>

The residents of
Khtsaberd are ethnically Armenian, as are most of the people in
Nagorno-Karabakh, which lies within Azerbaijan. In 1988, ethnic
Armenians in Nagorno-Karabakh voted to secede from Azerbaijan, and
fighting broke out between the mostly Muslim Azerbaijanis and Christian
Armenians. More than 20,000 people were killed and about a million
people were displaced before a cease-fire in 1994. </div>

Since then,
Nagorno-Karabakh has been governed independently with significant
support from Armenia. Fighting over the territory broke out again last
month between Azerbaijan and Armenia, and 20 people were killed in a few
days of battles. There have been minor skirmishes since.</div>
<div class="story-body-text" itemprop="articleBody">
Ms. Hayrapetyan was
born near Khtsaberd but grew up mostly in Abovyan, Armenia. She spent
summers and school vacations at her grandmother’s house, listening to
her stories, wandering the fields and milking the sheep. It was an
idyllic time.</div>
<div class="story-body-text" itemprop="articleBody">
She had been in the
village during the 1988 war, which included massacres on both sides and
left about a million people, mostly Azeris, displaced. Many houses were
destroyed and seven of Khtsaberd’s young men were killed. The villagers
were consumed by grief. </div>

“For five years nobody
played music, even during a wedding,” Ms. Hayrapetyan said. “Every
Saturday, all of the village would go to the graveyard and all you could
hear was the sound of women wailing.” </div>

Ms. Hayrapetyan
started photographing Khtsaberd and a few surrounding villages in 2006
while studying at a World Press Photo workshop in Yerevan, the Armenian
capital. Although she knew almost all of her subjects, it was at times
difficult for her.</div>

“There was so much loss and pain in every family’s story,” she said.</div>
<div class="story-body-text" itemprop="articleBody">
A decade later she is still photographing and collecting stories there.</div>
<div class="story-body-text" itemprop="articleBody">
Ms. Hayrapetyan helped start <a href="http://www.4plus.org/#intro">4plus</a>, a collective of Armenian women, along with Anush Babajanyan and <a href="http://lens.blogs.nytimes.com/2016/04/21/survivors-of-the-armenian-genocide/">Nazik Armenakyan</a>.
They hold exhibits, lectures and workshops to develop documentary
photography. Her photographs of domestic violence in Armenia were <a href="http://lens.blogs.nytimes.com/2016/03/31/anahit-hayrapetyan-armenia-domestic-violence/">published</a> on Lens last month.</div>

She splits her time
between Yerevan and Frankfurt, Germany, where her husband works. Her
three children are with her most everywhere she goes.</div>

She made an open-air
gallery in Khtsaberd to show her images to the villagers. It was her
first solo exhibition, and people enjoyed seeing photographs of
themselves. Unfortunately, the show ended early. That evening some cows
wandered over and started to eat the photographs.</div>

If she had her choice,
Ms Hayrapetyan said she would live in Khtsaberd, where she knows the
names and stories of relatives going back seven generations.</div>

For example, her
grandmother’s grandfather Hambardzum was widely known as the biggest and
strongest man in Khtsaberd, although someone claimed another man from a
neighboring village was even tougher. Once, they were both cutting wood
in the forest and ran into each other. A fight ensued. </div>

“Hambardzum won and
cut the beard of the smaller man,” Ms. Hayrapetyan said. “But then he
had to stay inside his home for a while to avoid the other man.” </div>

Կասկածից վեր է, որ միջազգային հանրությունը
վաղ թե ուշ ճանաչելու է Ղարաբաղի անկախությունը։ Այսպիսի համոզում
արտահայտելու հիմք է ծառայում այն պարագան, որ աշխարհը, հանձինս Մինսկի
խմբի համանախագահության եւ անձամբ Ռուսաստանի, ԱՄՆ-ի եւ Ֆրանսիայի
նախագահների, արդեն իսկ ճանաչել է հանրաքվեի միջոցով ինքնորոշվելու
Ղարաբաղի ժողովրդի իրավունքը։ Այս կապակցությամբ ես ուշադրություն եմ
ուզում հրավիրել ԱՄՆ Պետդեպի փոխխոսնակ Մարկ Թոների ս.թ. մայիսի 5-ին արած
հետեւյալ հայտարարության վրա. «Միացյալ Նահանգները, միջազգային հանրության
մնացյալ անդամների հետ միասին, չի ճանաչում Լեռնային Ղարաբաղը։ Լեռնային
Ղարաբաղի վերջնական կարգավիճակը որոշվելու է <a href="http://www.state.gov/r/pa/prs/dpb/2016/05/256922.htm" target="_blank">համընդգրկուն կարգավորման կոնտեքստում</a>»։
Իսկ համընդգրկուն կարգավորում ասվածը ոչ այլ ինչ է, եթե ոչ Մինսկի խմբի
համանախագահության կողմից Մադրիդյան սկզբունքների հիման վրա մշակված պլանը,
որում եւ ամրագրված է հանրաքվեի միջոցով Ղարաբաղի ժողովրդի ինքնորոշման,
այն է՝ անկախ պետություն ստեղծելու իրավունքը։<br />
<a name='more'></a><br />
Ուստի Հայաստանն իր գործողություններով (խոսքը մասնավորապես Ղարաբաղը
միակողմանիորեն ճանաչելու գաղափարի մասին է) ոչ թե պետք է շեղվի
կարգավորման ընդհանուր տրամաբանությունից, այլ ընդհակառակը, ամբողջապես
ներգրավվի Մինսկի խմբի բանակցային գործընթացում եւ կառուցողաբար ձգտի
հասնել իր նպատակին, քանի որ, ինչպես արդեն նշվեց, այդ գործընթացի
օրակարգում քննարկվող փաստաթուղթը պարունակում է Ղարաբաղի անկախության
ձեռքբերման անհրաժեշտ իրավական հիմքերը։ Այս առումով գնահատելի եմ
համարում, որ Հայաստանի իշխանությունները, Ղարաբաղի ղեկավարության
համամտությամբ, ողջամտորեն խուսափեցին որոշ խորհրդարանականների անհաշվենկատ
նախաձեռնությանը տուրք տալու գայթակղությունից։ Միակողմանի ճանաչումը, եթե
այն ապահովագրված չէ միջազգային կազմակերպությունների (ՄԱԿ-ի, ԵԱՀԿ-ի) կամ
գերտերություններից մեկ-երկուսի աջակցությամբ, հղի է անկանխատեսելի ու
աղետալի հետեւանքներով, որոնք այնքան ակնհայտ են, որ հարկ չկա անգամ
թվարկելու։ Ազգային փոքրամասնությունների անկախացման բոլոր հաջողված
դեպքերը (Էրիտրեա, Արեւելյան Թիմոր, Կոսովո, Հարավային Սուդան, Ղրիմ,
Աբխազիա, Հարավային Օսեթիա) տեղի են ունեցել բացառապես այդպիսի աջակցության
առկայության շնորհիվ։ Հետեւաբար, քանի դեռ Հայաստանը զուրկ է միջազգային
կազմակերպությունների կամ թեկուզ մեկ գերտերության աջակցությունից, պետք է
զերծ մնալ Ղարաբաղի անկախությունը միակողմանիորեն ճանաչելու խելահեղ մտքից։<br />
Կարգավորման գործընթացում հաջողության հասնելու համար, բացի Մադրիդյան
սկզբունքներում ամրագրված ինքնորոշման հանրաքվեի գաղափարի հետապնդումից,
հայկական դիվանագիտությունը պարտավոր է օգտագործել նաեւ Ղարաբաղի
անկախության անհրաժեշտության հիմնավորման չափազանց կարեւոր մի այլ կռվան։
Խոսքը վերաբերում է միջազգային իրավունքի բնագավառում վերջին տասնամյակների
ընթացքում ակտիվորեն մշակվող, այսպես կոչված, «անջատում հանուն փրկության»
(remedial secession) դոկտրինին, որի էությունը հետեւյալն է։ Երբ որեւէ
պետություն, իշխանությունների մակարդակով ռասայական, ազգային, կրոնական եւ
այլատյացության հողի վրա սիստեմատիկաբար ոտնահարում է իր կազմում գտնվող
էթնո-տերիտորիալ փոքրամասնության քաղաքացիական իրավունքները, դիմում
բռնությունների, սպառնում բնաջնջմամբ կամ տեղահանությամբ, ապա միջազգային
հանրությունը, այլեւս անհնարին համարելով տվյալ ժողովուրդների
համակեցությունը, պարտավոր է հարկադրաբար, հանուն փոքրամասնության
գոյության պահպանման, անջատել նրա զբաղեցրած տարածքը տվյալ պետությունից։<br />
Ի դեպ, այս կռվանը ժամանակին օգտագործվել է հայկական դիվանագիտության
կողմից։ Դեռեւս ԵԱՀԿ 1996 թվականի լիսաբոնյան գագաթնաժողովում ունեցած իմ
ելույթում ես, մասնավորապես, ասել եմ հետեւյալը. «Այս գագաթնաժողովում, մեզ
թվում է, Ադրբեջանը փորձում է խախտել բանակցային գործընթացի բոլորի կողմից
ընդունված տրամաբանությունը։ Մեր խորին համոզմամբ՝ ղարաբաղյան հիմնախնդիրը
Ադրբեջանի կողմից առաջարկված սկզբունքների հիման վրա լուծելու դեպքում,
Լեռնային Ղարաբաղի բնակչության վրա կախված կլինի ցեղասպանության կամ բռնի
տեղահանության մշտական սպառնալիքը։ Սումգայիթի (1988 թ. փետրվար),
Կիրովաբադի (1988 թ. նոյեմբեր) եւ Բաքվի (1990 թ. հունվար) հակահայկական
ջարդերի, ինչպես նաեւ Ղարաբաղի 24 հայկական գյուղերի բնակչության
տեղահանության (1991 թ. մայիս – հունիս) փորձը ամենայն ակներեւությամբ
ցույց է տալիս, որ Ադրբեջանը, չնայած բոլոր հավաստիացումներին, չի կարող
Լեռնային Ղարաբաղի բնակչության անվտանգության երաշխիքներ ապահովել։ Ուստի,
մենք այն կարծիքին ենք, որ նոր ողբերգության բացառման միակ
հնարավորությունը Լեռնային Ղարաբաղի ժողովրդի ինքնորոշման իրավունքի
հարգումն է» (Լ. Տեր-Պետրոսյան, Ընտրանի, Երեւան 2006, էջ 549)։ Ամիսներ
անց այս միտքը շատ ավելի հստակ ես արտահայտել եմ ֆրանսիական «Պոլիտիկ
Էնտերնասիոնալ» հանդեսին տված հարցազրույցում. «Ղարաբաղի ինքնորոշման
իրավունքի պաշտպանությունը բխում է ոչ թե պարզ ազգային ամբիցիայից, այլ այն
հստակ գիտակցությունից, որ (Լիսաբոնում) առաջարկված լուծման դեպքում
Ղարաբաղի հայության գլխին մշտապես կախված է լինելու ցեղասպանության վտանգը։
Հայ ժողովուրդն այս դարում արդեն մեկ անգամ ենթարկվել է ցեղասպանության։
Երկրորդ ցեղասպանություն նա չի հանդուրժի» ("Politique internationale",
No. 75, 1997. հայերեն թարգմանությունը` Լ. Տեր-Պետրոսյան, Ընտրանի, Երեւան
2006, էջ 552)։ «Remedial secession» սկզբունքի կիրառման փաստարկն
ընդգրկվել է նաեւ Միջազգային Ճգնաժամային Խմբի (ICG) Ղարաբաղյան
հակամարտությանը նվիրված 2005 թվականի զեկույցում, խմբի վերլուծաբան Լեւոն
Զուրաբյանի պնդմամբ։<br />
Ղարաբաղյան խնդրի կարգավորման հարցում «անջատում հանուն փրկության»
դոկտրինի կիրառման կարեւորությունն այնքան մեծ է, որ հայկական կողմի
դիվանագիտությունն իրավունք չունի այն անտեսել։ Բարեբախտաբար, մենք ունենք
միջազգային իրավունքի մի հրաշալի մասնագետ, որը տարիներ շարունակ տարբեր
ֆորումներում զբաղվում է տվյալ դոկտրինի մշակման աշխատանքներով եւ մեծ
հեղինակություն է վայելում այդ ֆորումներում։ Դա ֆրանսահայ հայտնի փաստաբան
Րաֆֆի Գալֆայանն է, որը վերջերս ինձ գրած անձնական նամակում
պատրաստակամություն է հայտնել, համապատասխան մասնագետների ուղեկցությամբ,
գալ Երեւան եւ ՀՀ արտաքին գործերի նախարարության աշխատակիցների հետ միասին
ձեռնարկել Ղարաբաղի բնակչության նկատմամբ ադրբեջանական իշխանությունների
կողմից տասնյակ տարիներ շարունակ կիրառված մարդու իրավունքների
ոտնահարումներին, բռնի տեղահանություններին, պատերազմական
գործողություններին վերաբերող մի ծանրակշիռ թղթածրարի պատրաստմանը՝ այն
միջազգային ատյաններում ընդհուպ մինչեւ ՄԱԿ-ի Մարդու իրավունքների
խորհրդում ներկայացնելու համար։ Վստահ եմ, որ ՀՀ ԱԳՆ-ն սիրահոժար կերպով
կօգտվի այս պատեհությունից։<br />
