Armenia and Azerbaijan will meet in Vienna on Monday in an attempt by
the United States, Russia and France to try to end violence in the
breakaway Nagorno-Karabakh region and push for peace talks.
It will be the first meeting by Armenian President Serzh
Sargsyan and Azeri President Ilham Aliyev since a dramatic flare-up in
violence between Armenian-backed separatists in Nagorno-Karabakh and
Azeri forces last month killed dozens of people and pushed relations to a
multi-year low.
The conflict has worried the international community, in
part because it could cause instability in a region that serves as a
corridor for pipelines taking oil and gas to world markets.
A senior U.S. State Department official said the meeting
would seek commitments from both sides to a 1994 ceasefire agreement and
to take steps that would rebuild confidence and lead to peace talks.
At best, the meeting would launch fresh talks, a second U.S. official said.

The European Union's foreign affairs
chief Federica Mogherini said on Monday she would be meeting the
presidents of Armenia and Azerbaijan later on Monday for talks in
Vienna.Relations between
the two countries are at a multi-year low after a flare-up in fighting
between Armenian-backed separatists in Nagorno-Karabakh and Azeri forces
last month killed dozens.
Mogherini, who announced the meeting on social media, did not say whether she would meet the presidents together or separately.

It would be their first face-to-face encounter since the latest
fighting in the mountainous and heavily-forested patch of land killed
dozens of people.
Their talks focus on how the restore a sense of stability in disputed
Nagorno-Karabakh which on April 2 saw the outbreak of the most serious
clashes since a shaky cease-fire was reached in 1994 between Azerbaijan
and Armenia-backed separatists.
A fresh Russian-brokered cease-fire deal went into effect on April 5.
But both sides in the conflict have accused each other of breaching the
truce agreement.
US Secretary of State John Kerry and Russian Foreign Minister Sergei
Lavrov will be holding talks today with Azerbaijani President Ilham
Aliyev and his Armenian counterpart Serzh Sarkisian, in an effort to
diffuse tensions between the two countries.

"For now, the main aim for the mediators is to just calm down the
tensions along the front line," Armenia-based political analyst Hrant
Melik-Shahnazaryan told the AFP news agency. "The signing of any
documents or reaching of any other sort of agreements is highly
unlikely."
"If the meeting in Vienna does not yield any results, then the
likelihood of a repeat of April fighting increases," according to Elkhan
Shainoglu of the Atlas think tank in the Azerbaijani capital, Baku.
Azerbaijan and Armenia have been locked in a conflict over Nagorno-Karabakh for years.

Sunday announced joint military exercises with Georgia and Turkey, plans
which are likely to raise tensions with neighboring Armenia a day
before talks in Vienna over the breakaway region of Nagorno-Karabakh. The
territory, which lies inside Azerbaijan but is controlled by ethnic
Armenians, has run its own affairs with heavy military and financial
backing from Armenia since a separatist war ended in 1994.
A ceasefire agreed on April 5 after an outbreak of fighting has been violated every day, say locals.
"To
increase the combat capabilities and combat readiness of the
Azerbaijan, Turkey and Georgia, we deemed it worthwhile to carry out
joint military exercises," Azeri Defense Minister Zakir Gasanov said on
Sunday.

Analysis
Sometimes resolution comes not from a single convention but in
installments. Such may be the case for Nagorno-Karabakh. The presidents
of Armenia and Azerbaijan are set to meet with the foreign ministers of
Russia, the United States and France in Vienna on May 16. While important,
this is not the type of meeting expected to achieve great
accomplishments in the longer-term future of the Nagorno-Karabakh
conflict. As part of the peace negotiations held by the Organization for
Security and Co-operation in Europe (OSCE) Minsk Group, the meeting
will cater more toward addressing immediate tactical concerns in Nagorno-Karabakh.
For any meeting to lead to notable outcomes in the grand scheme of the
dispute in the region, it would have had to include the most prominent
of decision-makers, such as Russian President Vladimir Putin.
